正在做一个国外水电站EPC项目，合同范围包括金属结构和机电设备的设计、供货和安装。业主要求提交质量控制计划、职业健康和安全管理计划、焊接工艺等文件性资料，由于刚入手，请有相关经验前辈不吝赐教！如无英文，中文版本的也行！业主部分要求如下：
1) Quality Control Plan(Manufacturing at Shop/ Installation at Site)
The Contractor shall establish the quality control plan so as to assure the
stable and safety operation of Project after the commencement of power generation. Therefore, the Contractor shall submit to the Employer the overall program regarding the quality management and control.
2) Welding Program
Applicable welding standards, pro-heating and post-heating treatment, welding materials and equipment, etc. shall be described in this welding program.
3) Painting Scheme
Applicable standards, the sort of paint, the name of paint manufacturer, the surface preparation and painting method, etc. shall be described in the painting scheme.
4) Test and Inspection Procedure
Inspection items, time and place, the inspection method, the acceptance criteria and so on regarding shop and site inspection shall be described in the test and inspection procedure.
5) Transportation Program
In the transportation program, the name and number af loaded cargo, the content of cargo, dimensions, weight, the route and schedule of transportation and so forth shall be described.
6) Safety and Health Control Plan
In the safety and health control plan, the overall plan for safety and health, the control program of safety and health, the safety plan against accidents, daily safety activities etc. shall be described. |

我们也要求部分设备供货分包商予以提供相关文件，但其提交的文件均不满足要求。
